Er war besetzt mit den Oberbefehlshabern der vier Besatzungszonen bis 1948, als der sowjetische Vertreter ihn verlassen hat. Zwischen 1949 und 1990 konnte der Alliierte Kontrollrat nicht als Souvera\u0308n u\u0308ber Deutschland zusammentretten, weil DDR nicht mehr dabei war, aber er existierte immer noch weiter in einem Geba\u0308ude im amerikanischen Sektor von Berlin und ist erst durch Artikel 7 Absatz 1 des Vertrags u\u0308ber die abschlie\u00dfende Regelung in Bezug auf Deutschland (2+4-Vertrag) vom 12. September 1990 formalrechtlich aufgehoben worden (suspendiert seit 3. Oktober 1990; endgu\u0308ltig seit 15. Ma\u0308rz 1991).",
